I think this story came out earlier in the year. There well could be another post/thread here at TTI. The device is “The Aryayek Time Traveling Machine”, and is a supposed product of Iran.

Of course people here have heard about Ong's Hat. They've also heard about the Philadelphia Experiment, HDR, LGMFM and several dozen more bat shit silly ideas from KeelyNet.
