This is a very simple proposition. The Department of Defense concocted the TT episode as an unspecified experiment, using information gathered through remote viewing exercises. There’s something there but not what it seems to be.The remote viewers concentrated on attempting to see the immediate future, and this is what they saw. 
On the bright side, have you noticed how seldom specific predictions do not come true? And, Titor’s future is not our future which hasn’t occured yet, and hence is unknown to psychics, prophets, and remote viewers.
One other interesting thing, is that the Time Traveler said his machine was built (by GE engineers) from an unpublished manuscript . In other words it did not come from current day science (?)
